From the face Ministry of Health of the Russian Federation allow to greet participants and guests of this high international conference which so hospitably is accepted by Uruguay.

Carrying out this conference in Uruguay – not accident. Lately this country achieved considerable progress in fight against noninfectious diseases that Tabare Ramon Vaskes Rosas – professors-oncologists are in no small measure connected with personal commitment of dear President.

that a problem of the noninfectious diseases which are the reason more than 70% of death around the world, it is possible to solve only in a complex, mezhsektoralno and joint efforts.

at the First Global ministerial conference on a healthy lifestyle and the noninfectious diseases, passed in 2011 in Moscow. Provisions of the Moscow declaration adopted by results of this conference, were cornerstone of the subsequent political and organizational documents of WHO and United Nations: Political declaration, Global plan of action, global system monitorings, global coordination mechanism. Thus, creation of the methodological base on a problem of noninfectious diseases is complete for today.
