The initiative of compulsory identification and sending the homeless for work to Russian Federation caused scandal among public figures. However some editions and non-governmental organizations mistakenly drew conclusions on the basis of recommendations Civic Chamber of the Russian Federation. Forced labor in the country is forbidden, and nobody is going to send the homeless for buildings, factories and plants violently.
