The bill granting a delay from partial mobilization by the Russian scientist is introduced in State Duma of the Federal Assembly of the Russian Federation — to candidates and doctors of science. Withdrawal of these citizens from a stock will not have essential impact on defense capability of army, authors of an initiative consider, but "will allow to reduce significantly fears of the Russian scientific community" and to keep "the scientific and technical potential" the countries. The previous, softer version which assumed a delay only for the scientists working in higher education institutions and scientific research institute, did not support in Ministry of Defence of the Russian Federation.
