The deputy chairman of Council for development digital economy at Council of Federation of the Federal Assembly of the Russian Federation Artem Sheykin prepared the bill obliging banks at delivery of consumer credits to find out the purpose of its receiving and to make sure that the person takes it at own will, instead of under pressure.
