In 1933 the first meeting of VAK USSR (on October 13) took place. Gleb Krzhizhanovsky — the politician, one of founders of the plan of GOELRO, the vice-president of Academy of Sciences of the USSR of that time and the chairman of Committee on the highest technical education conducted it at the Central Election Commission of the USSR. Creation of uniform certification body was caused by the general deficiency of the scientists who enough qualified and have been at the same time ideologically stood, capable adequately to estimate dissertation works.
