Inhabitants of the coast of Baikal while only dream of comfortable and safe life, and development infrastructures round the unique lake leaves much to be desired. Such picture developed in the conditions of rigid legislative restrictions. To find balance between preservation of an ecosystem of Baikal and development tourism, protection of the rights of simple citizens not so simply.
