Conflict potential Central Asia: Soviet heritage

Bzhezinsky Z. defines the region covering some areas Near East, the Caucasus and Central Asia, as "the Euroasian Balkans"; here too the sharp ethnic conflicts and rivalry of great powers for hegemony take place. Characteristic feature of this region is "the combination of vacuum of force and force absorption" [1]. This thesis taken as a basis means not only absence of influential political players (subjective force), but also deficiency of international law (objective force): weakness of legal communications, inefficiency of the international agreements, low level of legal equipment...
