Cassation: doptrebovaniye in government purchases apply taking into account the sphere activity the customer

LLC "Tekhnomontazh" complained about Department of the Federal Antimonopoly Service on Moscow that Interregional administration office Federal service on regulation of Alcoholic market on Central Federal District (customer) did not impose additional requirements to participants of purchases services on cleaning of rooms. The customer considered that they are applied only by the organizations of a number of spheres. It does not concern one of them.
