From all Estonian Post-Soviet politicians Edgar Savisaar was, probably, the brightest. At the time of the USSR it worked as the historian, the expert in modern political systems (in the 1980th wrote the master's thesis "Social and philosophical bases of global models of the Roman club"). Edgar Savisaar, as well as many other representatives of Estonian political elite, made fast take-off during an era of disintegration Soviet Union. Take-off was so prompt that some even suspected of it a hand of KGB which allegedly, in advance preparing for collapse of the USSR, advanced in elite of the Post-Soviet republics...
