Due to the lack of financings from outside Russian Federation organizers competitions are compelled to change rules on November 23 – SM.News.Po news agency of information of information agency "RIA Novosti", the head of department of VGTRK of the international relations Petr Fedorov, arguing on new rules the international musical Eurovision, declared that lack of monetary investments from VGTRK or TV channel "Pervy kanal" considerably reduces budget actions.
