The countries of EU coordinated already the sixth package of sanctions against Russian Federation. Disputes round it lasted nearly a month. Some members EU were against introduction of additional sanctions. At least, in the form in which they were offered initially. Most hard there were negotiations about refusal of the Russian oil.
