State Duma of the Federal Assembly of the Russian Federation in the first reading supported the governmental bill establishing that young athletes, not reached 23 years, upon transition to foreign clubs have to pay compensation to the sports schools. According to authors of the bill, most this problem is particularly acute in the Russian hockey, from where young talents absolutely free of charge go to clubs North America.
