Deputies Legislative assembly of Irkutsk region will send to
about need of acceptance of additional measures for legislative regulation of activity in the Baikal natural territory. Such decision was made at session Oblastnoy parlament on June 28. Previously the question was considered on committee on the legislation on environmental management, ecology and agriculture under the chairmanship of the vice speaker Oblastnoy parlament Aldarov Kuzma.
As it was noticed, surge in social tension in the central ecological zone of the Baikal natural territory in connection with restrictions on new construction of housing is noted recently. The termination new housing constructions is connected with a law-enforcement position of judicial and law enforcement agencies about reference of the specified kind of activity to forbidden since 2001.
"The population, regional public authorities and local government unconditionally supportaccepted on suppression of self-captures of the land plots, unauthorized construction of a measure, directly participate in providing a law and order, – Aldarov Kuzma emphasized. – At the same time the essential role in formation of bases for abuses and corruptions is played by absence in the legislation of legal definition of the forbidden kinds of activity in the Central ecological zone of the Baikal natural territory".
In particular, are noted by parliamentarians, is not defined what buildings are connected what are not connected with creation and development especially protected natural territories of federal value and special economic zones of tourist and recreational type, and also with functioning of life support systems and ensuring ecological safety existing industrial, inhabited and recreational facilities, with implementation of the kinds of activity resolved in the central ecological zone of the Baikal natural territory, are not defined that treats unaffected natural territories. The specified gap demands legislative completion.
"Supporting the state course on restriction of anthropogenous loading in the Central ecological zone of the Baikal natural territory, we appeal to take measures for establishment of clear, unambiguous standard legal regulation of activity in the Baikal natural territory, providing ecologically and social and justified restrictions housing constructions in the central ecological zone, and also development housing-and-municipal, welfare, transport infrastructure of the Baikal natural territory", – it is told in the appeal of deputy corps.
