Today at joint meeting of committees of Oblastnaya duma by the legislation and local government and by education, to youth policy and mass media deputies approved a number of changes which are made to the Electoral code Belgorod Region. They are urged to provide the regional law according to standards of the federal legislation.

the Bill is offered to be entered on elections into representative bodies of municipalities of area system similar applied on regional elections, in particular, on elections in Oblastnaya duma. That is, the lists of the candidates which have been put forward by electoral associations on the uniform constituency, break into all-municipal part and territorial groups. In all-municipal part of the list it has to be included from one to three candidates. Each of territorial groups has to include not less than two and no more than three candidates. This system, in particular, will be applied on elections in city districts, which taking into account recently educated , all in area nine.

As were reported by Koneva Tatyana, the technique of distribution of deputy mandates between lists of candidates on the uniform constituency on elections in representative bodies of municipalities of area will be based on a method the Imperial (a method of dividers). According to it each list of the candidates allowed to distribution of deputy mandates, receives under one mandate, then the quantity of votes given for each party, consistently shares on a number sequence from two to number of the remained distributed mandates. The result is tabulated by which the maximum results (how many them at party – so many places are determined and will get).
In addition correct an order of formation of an election fund of electoral associations on elections in representative bodies of MSU. Now own means of association when forming fund can make 100%, also association has the right to bring 100% of money in fund of the candidate proposed it (instead of 50% earlier).
