in the Summer of 2017 Federal Registration Service allocated Federal cadastral chamber subordinated to it with new functions. Now, the cadastral chamber not only is the operator information systems maintaining the Unified state register of real estate, but also renders consulting, help and information services concerning drawing up contracts purchase and sale, to the list of the documents necessary for the transaction with real estate, etc. Besides, since January, 2018 department will start execution of functions on performance: cadastral works concerning real estate objects which are in the state or municipal ownership, the land plots the state ownership on which is not differentiated; cadastral works for the accounting of changes which arose because of correction of register mistakes in the description of borders of the land plots; complex cadastral works on the state or municipal contracts; land use planning works and preparation of land use planning documentation; works on preparation and verification of documentation received as a result of town-planning activity.
Generalizing new powers it is possible to tell that those works which are performed today by cadastral engineers, will carry out now and federal institution.
At present cadastral chambers in 22 pilot regions are engaged in performance of cadastral and land use planning works, fulfilling technology and analyzing all preferences of customers.
Should note that investment of cadastral chamber with function on performance of land use planning works, that is works as a result of which borders of settlements are established, municipalities and regions, and also border of zones with special conditions of use of the territory, objects of a cultural heritage, the forest areas, especially protected natural territories, is directed on the solution of the state and public tasks.
On a possible question of emergence of crisis in business cadastral engineers in connection with new powers of department, the director of Federal cadastral chamber Konstantin Aleksandrovich Litvintsev answers as follows:" The relations between cadastral chamber and cadastral engineers develop as has to be in the market: everyone can offer the conditions, and a task of the customer - to choose the optimum. But there are also specifics - will remind, we work only at the state and municipal objects. There is a lot of work, it suffices on all. Therefore in the market there is no intense competition. Moreover, quite often we cooperate within the general orders. For example, the cadastral chamber can act as the subcontractor. In certain cases it is more expedient to our department to be engaged in documentation preparation, and geodetic measurements on the district are carried out by other organization. We flexibly approach to execution of orders. Now our relations with community of cadastral engineers can be characterized as cooperation".
