Vsego parliamentarians considered 35 questions, among them 25 drafts of republican laws. Contents of these documents variously: acceptance in the first reading the bill "About the Republican Budget RT for 2018 and on Planning Period 2019 and 2020", social protection, medical insurance and many other things. In each of the mentioned spheres there are unresolved problems which should be settled legislation improvement.
the Central place in the agenda of the fourth meeting of the seventh session Supreme the Hural of RT was taken by consideration of the main financial document of the republic. The bill is made on the basis of the forecast of social and economic developments Tyva Republic. Frame budgets make 32 state programs. From them 24 five are directed on improvement of quality of life of the population — on support of branches of the economy, three — in the Effective Region direction. Main goal of the budgetary policy of the region for the forthcoming period is ensuring stability budgets and implementation of the accepted obligations to citizens. As realization of tasks of preservation and achievement of positive results of developments the republics is important. Deputies approved the main characteristics of the main financial document of the republic for 2018. The total amount of the income over 24 billion, deficiency exceeds more than 23 billion rubles, and expenses of 487 million rubles. At meeting the main characteristics republican budgets on 2019 and for 2020 were approved. The predicted total amount of the income for 2019 in the sum more 21milliarda rubles, for 2020 over 22 billion. Deficiency for 2019 will make the sum of more than 510 million, and in 2020 will exceed 540 million rubles. The basic instrument of realization of the purposes of a state policy in various spheres of regulation are state programs. Almost all expenses budgets, and are about 70 percent, will occur within specific programs. As a priority factor when planning the draft of the budget the Ministry of Finance offers stimulation of economic growth due to developments tourism. Also in 2018 implementation of such governor's projects, as "by Kyshtag for a young family", "Social potatoes", "Cow wet nurse" and "Social coal" will be continued.
At sessional meeting adopted the Law RT "About Budget Territorial FOMS RT for 2018 and on Planning Period 2019 and 2020". Budget regional FOMS will make according to the income and expenses in 2018 over 654 million rubles.
adopted the constitutional law RT on modification of the Law RT "About Civic Chamber of RT" by which the norm about compensation of the chairman of Civic chamber is excluded. Now all members of Civic chamber will work on a voluntary basis.
Safely underwent procedure of the first reading and the bill of modification of the Law RT "About System of Prevention of Neglect and Offences of Minors in RT". The current law of December 29, 2004 was added. Changes in part of establishment of the additional mechanisms counteracting activity, directed on motivation of minors to suicide behavior are made. Provisions on suppression of involvement of children and teenagers were introduced in commission of the illegal actions posing hazard to life.
Parliamentarians approved the bill on modification of the Law RT "About Judicial Sites and Positions of World Judges of RT" developed by Ministry Tyva Republic for justice . Studying of judicial statistics of the considered cases by world judges Tyva Republic, office load of world judges showing unevenness and workers of their devices formed the basis for development of the bill.
the Law changed borders of judicial sites of world judges Kyzyl by redistribution of a number of streets between judicial sites, not considered streets and the territories relating to Kyzyl are brought earlier.
In three readings deputies voted for RT adoption of law "About modification of the article 6 "About a Transport Tax". The law tax rates in 2018 increase by 10 percent on all types of vehicles. With acceptance of these changes the income the consolidated budgets the republics will increase more than on 12 million rubles and Road funds the region will be directed on formation.
In the first reading by deputies approved the changes made to the law RT "About the State Awards of RT". The purpose of the bill is encouragement and moral incentive of workers in physical culture and sport sphere.
