Heads and employees of IRIO participated in a seminar Eurasian Economic Union (Eurasian Economic Union)

took place on June 27, 2016 a seminar "Cooperation in the sphere of , regulation of the cross-border markets in the sphere and , creation of digital space within integration associations of Eurasian Economic Union, Commonwealth of Independent States, The Shanghai Cooperation Organisation, BRICS, APEC, and development of a format of strategic interaction from EU and China ("the Digital Silk Way"). The seminar was held by Eurasian Economic Union (Eurasian Economic Union) on the basis of Federal state-financed institution "Analitichesky center pri government Rossiyskoy Federatsii". Representatives of the ministries and departments participated in a seminar Russian Federation, State Duma of the Federal Assembly of the Russian Federation, the international and regional organizations (World Bank, the European economic commission (Euroasian economic commission), Eurasian Economic Union (Eurasian Economic Union)), Commonwealth of Independent States (Commonwealth of Independent States), OECD (OECD), business, scientific and expert community.

From Institute of development participated in a seminar heads – Youri Khokhlov, the chairman of the board of directors, and Tatyana Yershova, the director general, and also employees – Rizmanova Louisa, the department director and public relations, Kondratyev Vladimir, the chief specialist of Management of regional programs, Samorukova Irina, the leading analyst, Alexander Katin, the analyst, and Pushkin Vasilii Pitul, the analyst.

With an opening speech Pushkin Vasilii, the deputy head of Federal state-financed institution "Analitichesky center pri government Rossiyskoy Federatsii". He noted that at present passes many global integration processes, the international discussions, but they not always find an embodiment at national level.

"Those decisions which are reached between the countries, rather hard pass integration process within the country because as the priority internal processes are considered, and only then – international" - he emphasized.

Maxime Ivanov, the adviser of Department of industrial policy Euroasian economic commission (EAEK) which emphasized importance of the questions discussed at a seminar, and hoped that participants will be able to formulate recommendations and offers on development and implementation of specific regional projects on the organization of a cross-border information exchange.

Within the first session "Information Exchange at Realization of the General Processes" considered questions of creation of the integrated system of an exchange by electronic information between government bodies of the countries of Eurasian Economic Union, providing cross-border national and state , openness of the state data, development and deployment of standards of cross-border exchange of information, ensuring and cross-border space of trust. Also prospects of application of Technologies blokcheyna were considered at creation of digital spaces within integration associations. Participants of a seminar recognized that this gets rather wide circulation in the world, however noted need to estimate all possible risks connected with safe use of these and to define areas of its application, except the bank sphere.

Participants discussed questions of use at a cross-border information exchange, developments of the Euroasian infrastructure ( , ), ensuring access to through electronic , prospects of use of trade online platforms for implementation of export of production, trends in digital transformation in the industry ("", Internet of things), etc.

Within this session with the report on the subject "The Analysis of Development in the Participating Countries Commonwealth of Independent States in the Priority Directions of the Plan of Action of the World Summit on Questions " Tatyana Yershova, the director general of IRIO acted. Results of the research conducted by experts of IRIO by by Joint-stock company "Natsionalny infokommunikatsionny holding "Zerde" were presented in the report, being the Basic organization of the participating states Commonwealth of Independent States, carrying out methodical and organizational and technical ensuring works in the field of . The analysis was carried out from the point of view of implementation of the Plan of action of VVUIO and is based on use of a wide range of research and analytical methods. As data sources national programs and strategic documents in the sphere of , results of the conducted researches, experience of development of the advanced countries, and also indicators and composite indexes of development which gather and pay off the international organizations and national statistical agencies were used. Research showed existing distinctions between the countries Commonwealth of Independent States on values of indicators in seven directions of the Plan of action of VVUIO (electronic public administration, electronic commercial activity, , electronic health care, electronic employment, electronic environment protection, electronic agriculture and electronic scientific activity). By results of the analysis conclusions and recommendations for each country and the region as a whole on realization of the measures aimed at the development were presented.

Participants of a seminar noted high importance of this research and expressed opinion on need of regular carrying out similar researches which will allow to trace dynamics of development .
