Meanwhile, according to the legislation on municipal service to Russian Federation, the citizen cannot be accepted on municipal service, and the municipal employee cannot be on municipal service in case of close relationship or property with the head of municipality if replacement of a position of municipal service is connected with direct subordination or a submission to control to this official, or with the municipal employee if replacement of a position of municipal service is connected with direct subordination or a submission to control of one of them to another.
Non-performance of the above requirements of the federal legislation can promote emergence of conditions for corruption manifestation which can do harm to legitimate interests of the citizens living in the territory of municipality.
