It was reached byas a result of long and laborious work on creation of institutes and the practician of interaction of municipalities with public authorities. In 2014, for example, with support of Chapter Udmurt Republic the executive body of Council of municipalities UR – the secretariat of the Council working at a constant basis was created. It allowed to organize more effectively work of all workers of bodies of Council, to strengthen the legal and methodical aid to municipalities.
Throughout this process in July, 2015 created Council of municipal lawyers.
With support of the Chairman of the State Council last year created Coordination council of heads of representative bodies of local government at the State Council of the republic which part chairmen of City Councils and chairmen of regional councils of deputies were. The new platform in 2016 showed the efficiency according to the solution of the tasks facing local governments, created favorable conditions for advance of a legislative initiative on federal level.

So, for example, on the section "Strategy of Developments Municipalities Udmurt Republic during 2017-2020" considered questions of strategic planning of developments municipalities, methods of attraction of the additional income in local budgets, attraction of investments on the basis of design activity, questions of town-planning activity. The vice-chairman of Government of the Udmurt Republic Tokarev Sergei was the moderator of section. The offers stated by participants of a round table, concerned legislation improvement in the field of the land relations, collection property taxes, relationship with the enterprises of fuel and energy complex and Household management company.
the Organization of staffing of local governments in Udmurt Republic became a subject of discussion on other round table under the leadership of the deputy chairman of the government Fefilov Sergei.
As the head of municipal educations reported toabout results of its work "The Sarapul area" Asabin Igor , five serious questions were discussed, on three of which it paid special attention. The first concerned decrease in qualification requirements to the highest and leading positions of municipal service. Decided to analyse qualification requirements and to prepare suggestions for improvement. Requirements to length of service in the specialty became a stumbling block. Suggested to address also in the Ministry of Labour and migration policy Udmurt Republic with a request to develop methodical recommendations about the analysis of qualification requirements of staff of municipal legal services. And the most sore point – salary heads of settlements.
– We made the decision to estimate the volume of executed powers according to the solution of questions of local value of rural settlements of the republic, - Asabin Igor emphasized, - and by results of this analysis to prepare offers on differentiation of the size of official salaries depending on the volume of executed powers for consideration by the government.

– Today we managed to consider interaction with Ministries of Internal Affairs, with tax service, the Ministry of Emergency Situations, – Essen Alexander Aleksandrovich reported. -pointed, we had to listen to fair criticism, but also we set a number of inconvenient questions and we expect the help from our colleagues federal soldiers.
Development civil initiatives and public controls at municipal level was discussed byon a round table under the direction of Natalya Sudarikova. According to chapter Krasnogorsk district Korepanov Vladimir, on it were developed 15 offers, among which, for example, development and the approval of plans of representative bodies on realization of orders of the voters who have been brought together in the period of election campaigns. The questions concerning continuous collaboration of representative bodies of the cities, areas, settlements and the State Council are considered. There is a legislative initiative to the State Council on development of the bill of an order of holding a referendum on self-taxation of citizens within borders of TOS, residential districts of the city or the large rural settlement. This question, by the way, was considered and at the previous congress, but this time it was necessary to return to it. There were the offers concerning developments national mass media in the Udmurt language and use of social networks in work of municipalities.
