The stationary photoradar will appear in Shpogakh

Nasegodnyashny day at the disposal of CSDD there is 20 photoradar which are established in Riga and in a neighborhood of the capital. But this year in Latvia, including in Latgaliya, 20 more stationary photoradar have to start working.

One of these mute guards on roads has to be established in the settlement Shpogi, on the 113th kilometer of Highway A 13 the Russian border (Terekhovo) – Ludza – Rezekne – Daugavpils – the Lithuanian border (Medumi). Photoradar will establish at the request of the Daugavpils regional thought. In the letter with a request to establish a stationary photoradar the Daugavpils regional thought emphasized that the radar is necessary first of all for safety of children. In the settlement one of the largest regional schools is located, right there is also a music school and the settlement not from the small. Also at half-mornings kilometers from Shpog there is one more large settlement, Vishki in whom the former technical school, and nowadays branch of Malnavsky agricultural college works. In turn, many drivers, despite warning signs, sometimes do not trouble themselves with decrease in speed as that is demanded by the traffic regulation. Thereby pedestrians, and especially children, are exposed to big risk.

One more stationary photoradar in the latgalsky region will appear in Municipality of Krustpils, on the 13th kilometer of Ekabpils Highway A 12 Jekabpils – Rezekne – Ludza – the Russian border (Terekhovo). It is a road site with the sidewalk and the intersection with the railroad. Near the dangerous intersection there are two schools – general education and musical. In this place frontal collisions of vehicles are extremely dangerous, and also pedestrians, in particular children are endangered.

Except mentioned, a stationary photoradar for the first time will appear and in other regions. In Vidzem – in Municipality of Koceni, on Inchukalns Road site – Valmiera – Estonian border. By the way, this highway is quite often mentioned in our reports of road incidents. Also a photoradar will be established in Ligatnenskom (the same road Riga – Estonian border), Saulkrastsky and Salatsgrivsky edges. In Kurzem: in Brocēni, Ugale Municipality of Ventspils and Grobiņa under Liepāja.

For purchase and installation of a stationary photoradar CSDD reserves will be used. Last week the government granted a request of CSDD to direct the most part of last year's profit on purchase of a photoradar. As it is specified in the report prepared by the Interdepartmental coordination center, CSDD had to list in State treasury dividends from profit for last year of 1,362 million euros. However then the management will not be able to provide from the means necessary for purchase and installation of a photoradar of 1,328 million euros. CSDD will transfer the funds which have remained after purchase and installation of a photoradar in State treasury.

The Ministry of Finance at first disagreed to grant CSDD request, having specified that it will have an adverse effect on the state budget, but at the beginning of August declared that does not object to such distribution of last year's profit of management.

In April in the competition CSDD on delivery, installation and ensuring activity of stationary technical means for measurement of speed of transport (photoradar) by the winner JSC Reck is recognized. The total cost of the contract makes 6,845 million euros. As then the head of CSDD Andris Lukstinsh reported, as a whole in Latvia is planned to establish 100 photoradar, including in the remote areas, for example in vicinities of Liepāja and in Latgale. In April places for 24 radar which have to be established this year (four of them – near Riga were picked up – established). In separate dangerous points where there was radar, there are no road accidents any more to victims that proves high efficiency of a photoradar.

The proposals were submitted by two applicants, but only one of them met the requirements of competition. The Reck firm won. The firm offered installation and service of one radar within 5 years for 56 thousand euros. And later the price for one radar and service already grew to 81 thousand euros. This sum is almost twice higher than that which offered SIA "Doma". But the matter is that SIA "Doma" left competition – because of the mistake did not undergo qualification testing. Its program during dough could not identify 90% of registration plates passing by cars. In particular, cars with the Polish numbers were not identified.

Thereby the total cost of the contract with JSC Reck on installation, delivery and ensuring activity of stationary technical means for measurement of speed of transport makes 6,845 million euros.

Let's remind that this most 100 stationary photoradar had to be established in 2012. Then the contract was signed with Vitronic Baltica firm. That from this it turned out, probably, all remember readers. Vitronic which was renamed into V-Traffic, simply could not execute the assumed duties, and the state broke off the contract with this company, and installation of a photoradar entrusted state institutions – CSDD.

But it not the only innovation which expects drivers. The state police in cooperation with KleinTech private firm and in cooperation with the Latvian bureau of insurers of vehicles will install surveillance cameras by means of which existence at drivers of vehicles of checkup participating in traffic and OST insurance will be fixed, reported in police. While it will be only experiment during which protocols of administrative violation will not be formed.

At present surveillance cameras are installed on Krasta St., at shopping center Mols, and also at the intersection of streets on January 13 and Crust in Riga where, besides checkup and OST policy, it will be checked also, whether drivers use a strip of public transport. In the future similar chambers will appear in Jelgava, Rezekne and Ventspils. It is not excluded that surveillance cameras will appear and in Daugavpils.

In the first half of this year the State police stated 4 thousand cases of use by drivers of the vehicles which have not passed in due time checkup, reported in State police. The superficial relation to the trifles, seeming unimportant, quite often before checkup forms their such set which can threaten life not only the driver, but also the general safety on the road.

– Not a secret that the owner remembers compliance of technical condition of the car to requirements of safe traffic most often shortly before the annual checkup, all rest of the time does not puzzle over it. Unfortunately, there are also the drivers considering checkup only as formality. Only within six months of this year the State police made on drivers of 4000 protocols for participation in movement on the vehicle which in time has not passed checkup. It should be noted that nearly 300 from them were already repeatedly punished for such violations, – the head of Bureau on supervision and coordination of movement of State police Vineta Mistre noted.

Let's remind that in 2015 the greatest number of the road accidents caused by uninsured cars, occurred in Latgaliya – 2,21% of total number of incidents, information of the Latvian bureau of insurers of vehicles testifies. The statistics of LTAB testifies that in 2015 of 1,14% of total number of road accident were caused by vehicles which had no OST. In turn, in 2014 of such incidents there were 1,42%.

The promptest reduction of number of the incidents caused by uninsured vehicles, is observed in Vidzem where in 2015 of those there were only 1,09% against 1,80% year before. In turn, the greatest number of the road accidents caused by cars without OST, both in previous, and in a year before last is registered in Latgaliya – 2,21% and 2,26% respectively.
