As the correspondent of REGNUM news agency reports on July 19, it was declared at a press conference by the head of the State Duma Committee on Legislation Pavel Krasheninnikov ("United Russia"), making comments on cancellation of issue of the evidence of state registration of the rights for real estate.
"Originally in the law there were many norms devoted to this certificate. Now we approached to that the certificate has to remain in the history. The register of the rights for real estate becomes stronger: since July, 2013 the register changed the appointment, it ceased to exist as a security, and since 2013 to the owner is given or an extract from the Unified register of the rights for real estate, or the certificate" — the deputy told.
According to him, the decision to refuse the paper certificate is made "for an exception of duplication, an exception of cases of fraud with this certificate". "At transactions extracts from the register as documents of title on the relevant agreements, whether it be the contract of purchase and sale, exchange, donation and so on will be used. This simplification, reduction of opportunities for corruption. "It will serve serious strengthening of the rights of natural persons and the legal persons connected with real estate" — Krasheninnikov noted.
The head of United Russia fraction in the State Duma Vladimir Vasilyev emphasized that obvious plus of an innovation is that there was an opportunity to carry out registration of real estate in electronic form. "Possibility of submission of documents by an exterritoriality is provided. Terms of the state cadastral account and the state registration of the rights for real estate are reduced. Certainly, people from it win" — the parliamentarian told.
Similar approach to violators on the road led to corruption reduction many times, Vasilyev specified. "In 2015 in Russia already 40% of state services were rendered in electronic form. Our task — by 2018 to bring this indicator to 70%" — he told.
As Galina Yelizarova emphasized with the acting head of Federal Registration Service, citizens have no reasons for concern. "Occurred nothing, from the legal point of view, with their rights. People ask a question — and whether it is necessary to change certificates for new extracts? It is not necessary to change anything. When it is required to the citizen to make something with the real estate object, at that time the Register will contain actual information on a real estate object" — she told.
On July 15 the legislative changes modernizing system of registration of the rights for real estate came into force, cancelled issue of paper evidence of state registration of the rights for real estate. Now registration of emergence and transition of the rights makes sure only an extract from the Unified State Register of Rights on real estate and transactions (EGRP) with it.
