Experts of MOESK took part in a round table of the Moscow regional OFAS on technical accession to power supply networks

The topical issues infringing on interests of consumers of Moscow area at the technological accession (TA) to power supply networks, at the end of June were discussed within a round table of the Moscow regional OFAS.

Representatives of the Ministry of Energy of the Moscow region took part in meeting under the chairmanship of the deputy head of regional management of FAS Alexey Azarenka, electronetwork and power supply companies, and also public organizations. PAO "MOESK" (enters into Rosseti Group), in particular, presented the head of department of legal support of TP Vitaly Okshin, the head of department of methodology and TP reporting Roman Scherbakov, the head of department of control of activity of branches on TP Sergey Petrakov, the deputy director for TP and development of services of the MOESK northern branch Anna Korobkova.

During discussion it was noted that one of actual and problem questions still have today implementation of contracts of technical accession on so-called networks of the third parties (including on the SNT, DNP, DNT networks, etc.).

Vitaly Okshin in the performance explained that absence of the accurate rules of law regulating process of mediated technological accession, generates a number of controversial questions. Owing to what there can be conflicts between the network organization, the guaranteeing supplier and the applicant. Elaboration of uniform approach, taking into account opinion of territorial administration of OFAS, will allow not only to exclude risks of participants of the market (the network company and GP), but also stabilizes legal relationship between applicants who are involved in the scheme of the mediated technical accession.

According to experts of MOESK, for the last three years the network company significantly simplified the TP procedure, having reduced terms and cost of connection of consumers. Roman Scherbakov, in turn, emphasized that TP terms for clients it is required to whom from 15 kW to 150 kW, from the moment of demand registration before tension giving on object do not exceed today 80 days. One of drivers of simplification of procedure were served by development of interactive services on a portal of MOESK of utp.moesk.ru. For example, since the beginning of year the share of only electronic demands increased from 30% to 47%. Besides the demand, clients of the categories "to 15 kW" and "from 15 to 150 kW" can undergo all procedure online.

On a round table participants also discussed a role of antimonopoly authorities in the sphere of protection of the rights and legitimate interests of consumers of electric energy, and also other questions arising at applicants in the course of connection to electronetwork infrastructure in the territory of Moscow area.

"Similar meetings help to reveal and subsequently to remove the most pressing questions, including discrepancies in regulating documents, - Roman Scherbakov added. - Often it leads to changes in the legislation which is directed on satisfaction of a consumer demand".
