The second number of "Disagreements" was completely devoted to institutional criticism and cultural policy. Having concentrated attention on large institutions and museums, authors of articles opened macrolevel problems: state programs, problems of national representation and destiny of museums in today's ideological climate. However such arrangement of accents seriously deforms that view of institutions which I would like to defend.
