Today the post of the chief of staff of parliament is held by Vladimir Erdyneev. As it is noted in the explanatory note to the bill, the chief of staff of the National Hural executes the powers from the date of appointment it to a position and composes them before the newly elected chairman of republican parliament.
Besides, according to points 1 and 3 of h. 2 articles 22 Federal Laws "About the Public Civil Service of Russia", at appointment to positions of civil service of the category "heads" replaced on a certain term of office and at the conclusion of the urgent office contract competition are not held. So to appoint the chief of staff of NH it is possible only with the consent of parliamentarians. To vote pro or contra Sybykov's candidates it is necessary to people's deputies on February 25 at session.

Dorzha Sybykov was born p in 1964 in the village Kyren of the Tunkinsky area. Graduated from the Siberian academy of public service: in 1996 qualification of the manager-financier, in 2009 – qualification of the lawyer was appropriated to it. From 1986 to 1997 worked as the instructor, the head of department, the first secretary of a district committee of All-Union Leninist Young Communist League of the Tunkinsky area, the head of department of administration of the Tunkinsky area. In September, 1997 Sybykov passed to work into tax inspection. Replaced positions of the deputy chief, the head of the state tax inspection on the Tunkinsky area, headed Interdistrict inspectorates of FTS No. 8 and No. 3 and Interdistrict IFNS of Russia for the Selenginsky area. From June of the 2005th to December, 2012 worked as the chief of Interdistrict IFNS of Russia No. 1 on RB. Then it was appointed the deputy head of republican Office of the Federal Tax Service.
