"On Kolyma the population compensates only 54,5% of the real cost of a tariff for heat and power supply, - the head of department of the prices and tariffs of the Magadan region Inna VARFOLOMEYEVA told h3 "AIF-Magadan", - all the rest is compensated from the area budget. And it occurs annually, citizens do not pay the 100% cost of utilities. And in the summer all payments for "communal flat" will rise in price no more, than for 5%".
the Sum really seems to br improbable, after all it is the fifth part of the regional budget. But living conditions in the north are that that without this support it would be much more difficult to live here.

"So was and at the USSR, is and now, - explained "AIF-Magadan" the expert of the Kolyma ONF Vladimir GUNDORIN, - so anything unusual in this figure is not present. The state understands that people will not pull the real cost of tariffs. We practically have no production consumption of heat and energy, so, everything lays down on "social sphere". Therefore the power is compelled to assume part of these expenses that we from here everything did not run away".

So this sum is reasonable, whatever one may do. But today we simply have no choice.
