Supervisory authorities suspended mass checks of the businessmen trading in the markets of Polotsk. However, as representatives of small business declare, the problem of impracticable requirements for their legal work is not solved.
Some days in a row, since October 13, the staff of tax inspection and department of fight against economic crimes in a mass order checked Polotsk businessmen on authenticity of the documents accompanying their goods. Some people were fined, from some confiscated goods. Earlier supervisory authorities by means of the Russian colleagues established br to br that some consignment notes on the goods provided by the Belarusian businessmen, were fictitious — as suppliers in them the Russian legal entities and the SP which do not have the right for such activity were specified.
as a result of October 16 businessmen of the Polotsk market staged an unauthorized strike, having prevented that to work of tax specialists and OBEP. Next day some SP discussed current situation with the vice-chairman of Polotsk district executive committee Alexander Kolodynsky. Days later, despite threat of checks, businessmen resumed work in the market. The republican public association "Prospect" and Polotsk SP started collecting signatures under the collective address to the chairman of district executive committee Nikolay Shevchuk in which stated an essence of a problem and the offers on an exit from this situation.

The representative of local government declared that the district executive committee "is obliged to execute the law" and has no right "to stop independently check". Nevertheless, as Shumchenko noted, the collective address of Polotsk businessmen became a reason for district executive committee to direct to the management of Vitebsk area the document in which the situation which has developed in Polotsk then supervisory authorities suspended mass checks is stated.
"I suggested local authorities to carry out soon a number of meetings with an enterprise asset of Polotsk that those directly told about the barriers interfering their activity, and subsequently — to develop the compromise solution — the chairman of "Prospect" declared. — If local authorities cannot cardinally change a situation, but thus accurately understand that since January 1, 2016 many businessmen will simply stop work and will cease to pay taxes, this smallest that they can make".
"The decree No. 222, certainly, need to be corrected br, and we want to make it by means of local authorities because the main blow after January 1 is necessary on them" — Shumchenko added.
