The Ministry of Construction, Architecture and Housing of Russia sets tasks to provide to experts freedom in adoption of design decisions on condition of increase of level of their responsibility, to improve quality of preparation of project documentation for minimization of adjustments at a stage of examination of the project, and also considerably to increase number of graduates of construction higher education institutions.
