Such explanation was offered by the political scientist Eugenie Minchenko after appeared information that two parliamentarians, Boris Romanovich Paykin and Youri Napso, can deprive of mandates for truancies. In conversation with Information company "Natsionalnaya sluzhba novostey" (NSN) the political scientist did not exclude that deputies do not want "to be substituted by vote under sanctions" if it is a question of representatives from businesses.
