Cases of death of tourists in recent years, including the tragedy of group of diggers in the Moscow collector and climbers on Kamchatka Territory, confirmed that rules of the organization of active recreation are necessary to remove from gray zones of illegal guides, deputies of State Duma of the Federal Assembly of the Russian Federation consider. Separate point in such rules has to be devoted to confirmation of qualification of guides and the conductors, capable to conduct the tours connected with risks for health, noted parliamentarians in recommendations following the results of hearings about development tourism.
