To "Orphan" works appoint "alimony"

To "orphan", or orfanny (from English orphan — the orphan), to works those which term of protection, allegedly, did not expire belong, but it is impossible to get permission to which use as their author is unknown or it cannot be found. Under the law without such consent to use author's works it is impossible, otherwise it is possible to run into large penalties. It considerably complicates, for example, digitization of library stocks, paid attention in Council of Federation of the Federal Assembly of the Russian Federation where prepared the amendments concerning use of "orphan" works.
