On October 21 and 22 in Stary Oskol, in Arkada sports palace, passed a large-scale holiday of art – opening of the IV Interregional Forum of the classical art devoted this year to the 150 anniversary of the outstanding Russian composer, the pianist, the conductor Rakhmaninov S. V. took place. This year the concert program united more than two thousand inhabitants and guests Belgorod Region.
