Participants fulfilled staff actions at complication of an operational situation in correctional facility. On a legend, there was a group disobedience of the condemned — they demanded mode ease. The course of doctrines was watched by chiefs of territorial bodies of Federal Penitentiary Service from Murmansk, Pskov, Udmurt Republic, Voronezh, Ryazan, Vologda, Veliky Novgorod. Part was taken also by the staff of regional departments — Federal Security Service of the Russian Federation, Ministries of Internal Affairs, ROSGVARDIYA and the Ministry of Emergency Situations.
