30 years ago, on October 7, 1993, Boris Yeltsin signed the decree about the beginning of stage-by-stage constitutional reforms. This document was submitted as the exit beginning from the constitutional crisis which has almost finished the country to civil war. Today it is considered a starting point for adoption of the modern Constitution of the Russian Federation. At the same time in the west of it consider "the beginning of formation of authoritarianism to Russian Federation".
