NER — "a new element of moving" — the conceptual project of group of the Soviet architects led by Gutnov Aleksey (1937–1986) and Ilya Lezhava (1935–2018). It existed with 1961 (NER-1, the degree project in MARKHA) for 2003 (NER "Sibstrim"), and the group of authors changed.
