Already next day after attack of Japanese fleet to Pearl Harbour President of the United States Ruzvelt Franklin stated to the Soviet government a wish about participation of the USSR in war with Japan. Stalin's position was formulated in the telegram of the people's commissar (minister) of foreign affairs of the USSR V. M. Molotov to the ambassador of the USSR in Washington D.C. to Litvinov M. M. of December 10, 1941.
