Girfanov Vakil was born on January 25, 1909 in of Taymeevo of the Zlatoust district of the Ufa province (nowadays – Salavatsky district Republic of Bashkortostan) in a large country family. After death of mother since 1920 it was brought up in orphanage. In 1922-1926 studied at Upper-Kiginsky school country youth. In 1926 arrives in the Ufa land use planning technical school.
