Party lists, or There and back

In February deputies National Hural (Parliament) Republic of Kalmykia from giving of the head of the republic to Batu Khasikov ("United Russia" Party) changed a way of formation of parliament, having refused purely proportional electoral system in favor of the mixed. For the last five years Republic of Kalmykia became already the 19th subject Russian Federation where the number of "list" deputies is reduced, and the share of single-mandate MPs increases.
