As the fates decree Osmaev M. was near Akhmad Kadyrov from the first days of appointment to the post of the Head of administration Chechen Republic and to his tragic death Time is relentless. Nothing can stop its current. And only one property of human soul is capable to resist to it – memory! It is remembered, quite recently it was when the issue of holding a referendum in Chechen Republic was resolved. And this year 20 years from the date of this historical date in destiny of the Chechen people – are already executed on March 23, 2003.
