Court considered complaint the applicant in the case of whom the appeal recognized that the apartment was not transferred to a non-residential premise and was systematically used under hotel rooms for daily settling of citizens of Opinion of representatives of public authorities and the invited persons dispersed: one considered that the norm corresponds to the Constitution, others specified that on consideration of State Duma of the Federal Assembly of the Russian Federation there is a bill which can eliminate uncertainty, the third noticed that the challenged norm at all does not regulate hotel services.
