At the time of the USSR it worked as the historian, the expert in modern political systems (in the 1980th wrote the master's thesis "Social and philosophical bases of global models of the Roman club"). Edgar Savisaar, as well as many other representatives of Estonian political elite, made fast take-off during an era of disintegration Soviet Union.
