The new chief adviser United States Department of State across the Caucasus Philip Thomas Riker arrived to Baku to discuss a situation on the Armenian-Azerbaijani border. About it it is reported on a site of the American Embassy in Azerbaijan. It is specified that the adviser will stay in Azerbaijan from September 13 to September 14.
