On January 1, 2002 Contract on the open sky (DON) started working. Nearly two decades it provided mutual air inspections of military facilities of the most part of member countries of OSCE. As consider in Moscow, as a whole this document appeared "the useful instrument of confidence-building". At the same time in recent years Ministry of Foreign Affairs of the Russian Federation recorded a number of serious violations of points of the agreement from first of all western states.
