In the Federation Council suggested to toughen punishment for tortures over prisoners for employees of FSIN and law enforcement agencies. It is supposed that guilty of violation of the legislation will put for ten years. The head of committee of the constitutional legislation and state construction of the Federation Council Ludmila Narusova and some more senators, transfer "Kommersant".
