Permission to building of object trades, leisure and entertainments was given out by management architecture and town planning of the city hall Ulyanovsk in 2019. The project assumed the one-storeyed building in the form of three hemispheres. However, the project, apparently, changed. Now on a place movie theaters "Dawn" flaunts the one-storeyed building, as though told in the people, "pieces of glass".
