Konstpalata: The emergency mode cannot excuse for detentions persons for the term of more than 48 hours

Besides, all persons have to have access to court, including for contest of legality of detentions during state of emergency the Constitutional chamber considered case on check of constitutionality of article 28 of the constitutional Law Kyrgyzstan "About state of emergency" and recognized challenged article of contradicting part 3 of article 20, to paragraphs to the first, to the second part 4 of article 24 of the Constitution in that measure in what allows detention citizens during state of emergency for the term of over 48 hours and judicial control does not provide legality of such detentions.
