In 2020 the private IT companies on own skin felt a maxim fixed at the state level "IT — it is new oil". As Russian "oil industry" on a price hike was actually consolidated by the state, and in IT, whose importance sharply grew against a pandemic, process obviously began. Even mechanisms have something in common: coordination of record budgets on digitalization state structures takes place against a series of criminal cases and searches in the large IT companies which could apply for these contracts.
