The Ministry of Justice suggested to extend the mechanism of "a regulatory guillotine" to the bills prepared by any subjects of a legislative initiative — now he acts only concerning government projects. Declared task of Ministry of Justice — to protect "guillotine" from attempts to bypass it or significantly to change the mechanism of its work, and also to give to business — through creation of responses of the government — opportunity to influence lawmaking.
