Who has the right for alternative civil service

Already in the first point of the decree "About release from a compulsory military service on religious beliefs" it was spoken: "To the persons which are not able on the religious beliefs to take part in military service to provide the right according to the solution of national vessels to replace that with a certain term of an appeal of his contemporaries with public health service, mainly in infectious hospitals or other corresponding all-useful work on a choice of the most called".
