V Astrakhan passed meeting on creation questions in the territory of the region of the special resource centers for physically disabled people. It was carried out by the vice-chairman of Government of Astrakhan region — the minister of social developments and work Petelin Oleg. Representatives of Agency strategic initiatives (ASI) (Moscow), experts regional a minsotsrazvitiya, the main bureau of medico-social examinations, SOCIAL INSURANCE FUND THE RUSSIAN FEDERATION, pension funds and multipurpose centers. The gathered discussed opportunities and conditions of creation of the resource centers for disabled people in the territory Astrakhan Region.
Within a strategic initiative "New quality of life of physically disabled people" Agency strategic initiatives (ASI) realizes the project on creation of the resource centers for the disabled people, directed on simplification of procedures and reduction of terms at establishment of disability and providing citizens with technical means of rehabilitation.
the Concept of creation of the resource center assumes that on one platform the MSE main bureau, showroom and point of hire of the technical means of rehabilitation (TMR), consulting points of SOCIAL INSURANCE FUND THE RUSSIAN FEDERATION and RPF, the ministry of social developments, branch of Mail Russian Federation, the city center of employment, an office of legal consultation are presented.
Thus, the citizen, in one place receives all necessary information, and also services regarding establishment of disability, providing TSR and granting measures of social support.
the Resource centers can be created byon the basis of any of the establishments included in procedure of establishment of disability and providing TSR, and also on the basis of multipurpose centers rendering state and municipal services and with attraction of non-state sector.
the First Resource centers are successfully started byin 2016 to Samara Region in Samara and Tolyatti on the basis of establishments of medico-social examinations. For the first half of the year in 2017 to Samara Region more than 70 thousand people used their services, thus level of satisfaction with quality and volume of provided services made 80%.
Participants of meeting noted need and importance of work on creation of the resource centers for disabled people. They noted that work on their creation to Astrakhan Region has to be conducted taking into account its features, after detailed studying of experience of other regions, in particular, Samara Region and Leningrad Region.
