Obninsk IMPARTS EXPERIENCE OF LOCAL GOVERNMENT

on August 17 in Tarusa the next forum of TOS of municipalities Kaluga Region took place, part in which was taken by representatives Obninsk. Employees were a part of delegation City administration, chairmen of councils of several TOSOV. Public fund Obninsk represented Klimakova Tatyana and Sinitsyn Mikhail.

- We still beginners in developments public self-government, to us is to that to learn at colleagues from other cities of the region. This forum – a step towards to active citizens who are ready to work together with authorities in the sphere of improvement and creation of a comfortable urban environment. The majority of questions which are asked by inhabitants to the regional authorities, touch upon these subjects therefore we are glad to examine experience of implementation of projects in the area of TOS in practice and we are going to make use of this experience in our work.

According to her, the circle of problems with which activists of TOS can cope, is so great that the decision on opening of "Management school" for activists of the local government, the taken place leaders who can be sent to share the knowledge to various municipalities Kaluga Region is made.
the Head of department of work with the population and to development local government of Administration of the city district Obninsk city Soboleva Eugenie in detail told participants of a forum about how in the science city there is an interaction of TOS and the city power, about the principles of financing TOS from city budgets, and also that thanks to deputies of city Meeting, many of which are members of Councils of TOS, problems of inhabitants began to be solved quicker. She noted that representatives of TOS are included into the commission on acceptance of work in the sphere of improvement of public territories, and the objects built within the Comfortable Urban Environment program, are transferred to fixed assets of UK. The payment of inhabitants for the contents and service of similar objects is expressed by very small sums.
Chairmen of TOS Obninsk, being present at a forum, told about the mini-projects realized by means of Public fund, competition which is carried out annually. The executive director of fund Klimakova Tatyana reported that since 1999 26 competitions of mini-projects were held and 240 winner projects on which their authors raised many times more sponsor's funds are financed. A question from the hall what projects of an orientation have chance to become winners, Klimakova Tatyana answered that at a choice of a subject of the social project the motivation, the idea, capable to affect souls of people and to organize them for work in the chosen direction is important. The project of Public fund Obninsk "Helps activists of TOS to realize the ideas get acquainted, study, do" within which videoconferences for representatives of public self-government of the region will be organized soon. Residents of Obninsk distributed to participants of a forum materials in which in detail stated useful information: forms of the demand for the mini-project, rules of registration of the demand and provision on competition. These materials will help two initiative groups of inhabitants Tarusa who will prepare the projects on regional fair of mini-projects, and to representatives of TOS of other cities. In debate told about the activity, asked questions and the deputy of City Council, the member of council of TOS "Kurgan" Manakov Sergei, chairmen TOSOV Tarusa "Kurgan" and the "Central" Gorobets Alexander and Udodov Pawel, chapter City administration Meshchovsk Retuev Igor and other participants of a forum answered them.
Acting Obninsk in developments local government highly appreciated experience, stated the ideas and wishes. General opinion: ahead there is a lot of interesting, a lot of work to achieve progress with which similar fruitful meetings help.
